Mandated Energy Efficiency Programs Ending in 2020

In compliance with Ohio House Bill 6, DP&L energy efficiency programs will end by December 31, 2020.

Ohio House Bill 6 was enacted into law October 21, 2019. As a result, mandated energy efficiency programs offered by electric utilities in the State of Ohio will end by December 31, 2020. The Public Utilities Commission of Ohio (PUCO) issued an Order on February 26, 2020 which clarified what this will mean for electric utility energy efficiency programs through the rest of the year, including those offered by DP&L.

Key points from the PUCO order:

  • Wind-down of mandated energy efficiency programs should begin September 30, 2020.
  • Utilities cannot accept applications for direct rebate programs after September 30, 2020.
  • Termination of all energy efficiency portfolio plans must occur no later than December 31, 2020.

DP&L recognizes the value energy efficiency programs bring to customers and is evaluating the potential to continue programs in the future.

How much is left in the Business Rebates Program budget?

The DP&L Business Rebates Team is closely monitoring all budgets in light of the imminent end of mandated programs. The incentive budget for Business Rebate Programs encompasses all rebates for Rapid Rebates (including Lighting, HVAC, Motors, Drives, and Air Compressors) and Custom Rebates (including New Construction, Retro-commissioning, and CHP). The value displayed below represents the budget available for issuing rebates for completed projects and will be updated in real-time as rebates are paid.

What happens next?

The DP&L Business Rebates Team will ensure customers receive information about pending rebate applications. In general, customers interested in participating in any Business Rebate Program should be aware of the following:

  1. Rebates will be paid in a first-come, first-served manner, based on the date all required documentation for an application is received and complete, regardless of when the application was submitted.
  2. DP&L will no longer process rebate applications once the Business Rebates Program budget is depleted. Although the PUCO order states applications can be accepted through September 30, DP&L cannot exceed the approved incentive budget for Business Rebates Programs.
  3. Project deadlines will be enforced as published in the Business Rebates terms and conditions. Failing to meet these deadlines will result in an application being denied.
  4. Requests for extensions will be considered on a case-by-case basis for projects with equipment already purchased. Receiving an extension will not be a guarantee of funds.
  5. Deadlines are subject to change.

How has COVID-19 impacted DP&L Energy Efficiency programs?

The end of mandated energy efficiency programs is entirely separate from the coronavirus (COVID-19) pandemic currently facing our communities. However, our ability to implement several DP&L Energy Efficiency Programs has been impacted by COVID-19. Details are available on the affected program web pages.
